And what I don't see in RAINN's reccomendations as you describe them is educating men on what rape is, that they shouldn't do it, and that they shouldn't let their friends do it--along the lines of the Don't Be That Guy campaign that worked remarkably well in Edmonton. Unless that is what they mean by "more education about rape" which is possible but would ideally be specifically called out, since educating men not to rape doesn't get a lot of airtime.
